CITY OF HORSESHOE BAY HORSESHOE BAY WEST AND PECAN CREEK SUBDIVISION STREET UPGRADE IMPROVEMENTSTHE CITY OF HORSESHOE BAY, TEXAS is contemplating the upgrade of approximately FIFTY-ONE MILES OF STREETS OVER THE NEXT FIVE YEARS through FULL DEPTH RECLAMATION of the existing streets along with the construction of approximately 530,000 linear feet of RIBBON CURB and DRAINAGE UPGRADES and other related appurtenances. Phases one thru four have been completed and phase five is under construction. This sixth phase planned will consist of an area of streets in Horseshoe Bay West and the Pecan Creek Subdivision. This project area will consist of a section of Horseshoe Bay Boulevard South of the bridge area, and side streets. Streets and Cul-De Sacs off of the entire HSB Boulevard as well as all side streets. Other project streets are Broken Hills, Apache Tears, Mountain Leather as well as all the side streets adjoining those streets. Douglas Drive and associated streets as well as the streets in the Pecan Creek Subdivision. The total length is 12.3 miles of streets to be upgraded.
Qualified Contractors are invited to submit bids for the HORSESHOE BAY WEST AND PECAN CREEK SUBDIVISION STREET REHABILITATION AND STREET UPGRADE IMPROVEMENTS. Qualified contractors shall have experience with at least three similar type jobs within the last seven years. Each job must be listed and included with the bid documents. Each referenced job must be of similar size and scope to the proposed project to be considered. Contact information of the client or someone closely familiar to each referenced project must be provided. The contractor shall also provide names of key staff who were involved with the projects and whether or not those individuals are still with the company. Qualified contractors will be limited in use of subcontractors to a maximum of 50% of the work as determined by the bid price.
A NON-MANDATORY pre-bid conference will be held at 10:00 A.M. on Tuesday February 20th ,2014 at the City of Horseshoe Bay City Council Chambers. Representatives of THE CITY OF HORSESHOE BAY and WILLIS ENVIRONMENTAL ENGINEERING, INC. will be present to discuss the Project. A list of subcontractors shall be submitted at the preconstruction conference for review. The CITY OF HORSESHOE BAY reserves the right to review and approve or reject any subcontractors at any time during the bid process or during construction with no additional compensation in time or money to the general contractor. Bidders are encouraged to attend and participate in the conference. WILLIS ENVIRONMENTAL ENGINEERING, INC. will transmit to all prospective bidders of record such Addenda as WILLIS ENVIRONMENTAL ENGINEERING, INC. considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
Sealed bids for HORSESHOE BAY WEST AND PECAN CREEK SUBDIVISION STREET REHABILITATION AND SREET UPGRADE IMPROVEMENTS will be addressed and delivered to the physical address: CITY OF HORSESHOE BAY, City Hall, #1 Community Drive, Horseshoe Bay, Texas 78657 or mailed CITY OF HORSESHOE BAY, PO BOX 7765, Horseshoe Bay, TX 78657. Sealed envelopes must be clearly marked. Sealed bids will be received until 10:00 A.M. on March 10th_which time they will be publicly opened in the CITY OF HORSESHOE BAY CITY COUNCIL CHAMBERS and read aloud, for the furnishing of all labor, materials, tools and equipment for the
construction of said projects including all related appurtenances. Any bid received after the above-stated time shall be returned unopened.
Bids shall be based on a UNIT PRICE contract. In case of ambiguity or lack of clearness in stating bid prices, THE CITY OF HORSESHOE BAY reserves the right to adopt the most advantageous construction bid price thereof, or to reject any or all bids, and waive any and all informalities. No bid may be withdrawn within forty-five (45) days after the date on which bids are opened. Bids shall be based on commencing construction on or about ten (10) calendar days after the project is awarded.
In general, the work includes providing all labor, materials, equipment, and services necessary for HORSESHOE BAY WEST AND PECAN CREEK SUBDIVISION STREET REHABILITATION AND SREET UPGRADE IMPROVEMENTS for THE CITY OF HORSESHOE BAY as shown on the Drawings and Specifications in accordance with the Contract Documents.
Contract Documents, which include the Drawings and Specifications for HORSESHOE BAY WEST AND PECAN CREEK SUBDIVISION STREET REHABILITATION AND STREET UPGRADE IMPROVEMENTS, may be obtained at the office of WILLIS ENVIRONMENTAL ENGINEERING at 310 Main Street in Marble Falls, Texas [Telephone (830) 693-3566, Fax (830) 693-5362] by paying a non-refundable fee of $250.00.
A “Bid Guarantee” in an amount not less than five percent (5%) of the bid price consisting of a firm commitment, such as a bid bond or certified check payable to THE CITY OF HORSESHOE BAY must accompany each bid as assurance that the bidder will, upon acceptance of their bid, promptly enter into a contract for construction of the project according to the Contract Documents.
Guaranty Bonds in the form of a Performance Bond and a Labor and Materials Payment Bond, in an amount not less than one hundred percent (100%) of the contract price will be required.
The contract will be awarded to the bidder(s) whose bid(s) are responsive, who have the experience and financial capability, and in the judgment of the CITY OF HORSESHOE BAY is deemed to be the most qualified. If THE CITY OF HORSESHOE BAY does not receive a bid which it considers acceptable or concludes for any other reason(s) not to enter into a contract THE CITY OF HORSESHOE BAY reserves the right to reject any and all bids and to waive any and all informalities.
