Settlement reached in inmate fatality

Llano County Commissioners at a special called meeting Friday announced that a settlement agreement involving a $200,000-plus payout has been reached in a lawsuit involving the 2011 death of a Llano County Jail inmate.
A settlement in Shirley Appell vs. Llano County was arrived at during mediation on June 20, and the final terms are pending the approval of the commissioners court, which is expected to vote on it at a future meeting.
Shawn Michael Appell, 45, of Llano was found dead and alone in a cell around 5:35 p.m. on Aug. 6, 2011 after repeatedly hitting his head against the concrete in the cell until he died, according to autopsy results at the time.
