Burnet Commissioner balks at new road policy

The attempt to simplify and clarify the policy sprung from a controversy that developed earlier this year over work done by Precinct 1 Commissioner Bill Neve's work crew on a road within the Council Creek Subdivision.
Herb Darling, the county's Environmental Services Director, briefed the commissioners on the proposed new policy, which was formulated by a committee that included Darling, Precinct 2 Commissioner Russell Graeter and Precinct 3 Commissioner Ronny Hibler.
Darling had barely finished his presentation when Neve went off on it.
The offending passage in the policy for Neve apparently was the second sentence, which read, "Only roads which are already constructed and paved to county standards, or roads which will be brought up to county standards by the soliciting entity, are eligible for acceptance."
"This is a huge change to what we historically have done," said Neve, whose precinct has the most subdivisions and resulting requests for maintenance in it.
"This a huge slap in the face to taxpayers," Neve continued. "There is no way I will support it and any commissioner who votes for it needs to think about it first."
Past commissionersí courts created a problem by being too lenient with developers when it came to building acceptable roads within subdivisions, Neve said.
"This is a problem that this county created," he said. "They failed in their responsibility and let developers build subdivisions with no paved roads."
Residents are being short-changed, Neve said.
"These people sit on dirt roads forever and get nothing for the road and bridge taxes they have paid," he said
Darling, Hibler and Graeter did not attempt to counter Neve's argument, instead insisting that the policy should be considered a starting point for further discussion.
